And the few who do fail almost always pass on their second attempt so why keep spending millions of dollars for something so little impact. Most people who fail do so simply because of nerves. It was harder when you had to parallel park but they dropped that a long time ago since most people never have to do it. I don't know what they decided since it doesn't really affect me and I can't remember if my boys had to take one.
