I'm gonna guess here that this is in reference to Tim Pawlenty and how he is fairly 'mild-mannered'... otherwise you've totally lost me, and I don't prefer mild-mannered candidates. My preference is a slight modification of the Buckley rule, 'vote for the most conservative candidate who can get elected' for me becomes 'vote for the most conservative candidate who can effectively push the agenda forward'. If you were getting at something else, as I imagine was the case, you will probably have to spell it out.
