It's good that they have their principles, and stick to them even if it costs them. I don't agree with their principles, and it seems perfectly fair that countries that also disagree with them can choose to not provide funds due to it. That is hardly neocolonialism. After all, the funds don't have to be provided in the first place. They are given out of charity, or as a leverage tool... But either way, it is a voluntary agreement between both sides, not arm twisting.

It's a voluntary agreement between the Ugandan government and other governments - but international aid is, obviously, primarily intended for the Ugandan population, not the government.

And of course it's a lose-lose situation for all involved except perhaps other developing countries that can get a little bit more money from Uganda's share.
