From wiki: A statute of limitations is a statute in a common law legal system that sets forth the maximum period of time, after certain events, that legal proceedings based on those events may be initiated.

Empahasis on 'initiated', legal proceedings were initiated, that's why someone can't hang up a case in trial for two or three years for the clock to run out. Was the start the clock the trial can go on for years, or the person can flee, doesn't matter.
