the other thoughts that occur to me are -

1) To ensure the smoothest passage of the bill possible - it is supported by all parties, so why not give the other parties the date they want rather than argue over the date?

2) They are pro-independence, that doesn't mean they should base all their policies on winning the referendum but should also plan for the worst case scenario... They won't just seize to exist if they lose, they will presumably be damaged but still campaigning and want to show they have always had Scotland's best interests at heart.
