If we follow what the commentators were saying (reading from the official program), the reference to Tolkien (and his source of inspiration) in the forging of the rings sequence was intentional.
He was pretty much covering what Tolkien had already done, just without the Orcs.
The host said something to the effect that the number represented how industrialization propelled the world into the modern age and ushered conditions of living never dreamed of until then, but originally at the price of changing the face of England and the traditional English way of life forever. She presented the number as intentionally ambiguous and touching on the same themes and motifs developped by JRR Tolkien, but then veering away from that and producing another kind of rings altogether.
Of course I assume she got all this from some kind of press kit given to foreign TVs as in other places she spoke of Boyle wanting to represent this or that. It's possible she extrapolated all this too!
