You realize in a real totaltarian state you'ld almost certainly be the first up against the wall and shot.

Even despotism put in place in the name of tolerance doesn`t remain tolerant for long.

Not to mention no one of great ability would ever choose to remain in the sort of state you describe. So whats next, chain up those who try and leave and make them work.
