American suburb conditions have nothing to do with the needs to drive here. Really. Driving is probably more important in the north where you have a 100 km to your nearest neighbour, but honestly, if it worked up to the time you were 18, why not another year or two? (still, I don't agree that the age should be increased.)
If you say it's so, I believe you. So are there only cities that are easy to get around without cars, and vast countryside in the north, with no middle ground?
They're certainly denser than typical american suburbia, and constructed so that a car isn't a necessity (bike paths, there's generally a grocery store within 15 minutes of walk, buses show up every now and then). Now out in the countryside a car is needed more, but still most places are at least somewhat served by public transportation.
