Hell, that by itself might scare the shit out of the North. A mandatory and orderly evacuation of Seoul, with a few aircraft carrier groups parked off the North Korean coast, would put them in a position of "shit or cut bait." I imagine it WOULD make North Korea pretty anxious, and justifiably. A mass evacuation of Seoul, with the resulting challenges and economic disruptions, not to mention the SOUTH Korean reaction, would be no light undertaking, so North Korea would be unlikely to take it as a bluff: That would almost INVITE a preemptive North Korean strike. The casualties, especially civilian, might be higher than if we just sent stealth fighters in by night to neutralize North Korean artillery and missiles, then immediately followed with ground troops and tank battalions racing across the DMZ, hoping for minimal casualties from mines.
The carnage is all but certain to be appalling however we proceed, but the less time North Korea has to fire into South Korea the less it will be.
