There are amendments which imply that concept, but that doesn't make it anything close to having a "basis" in the presumption of innocence. The idea that background checks would sow how infringe on the presumption of innocence is absolutely bizarre. That presumption applies to criminal trials—not to the interpretation of the Bill of Rights.
