Forcing druggies into rehab is even less effective than arresting them. Most people with addiction issues know they have a problem and wish they didn't. Drug abuse has usally wrecked their lives and destroyed their families. Recovery is a process and you can't just throw people in rehab and expect that to have real results. Probalby the best place to start is to remember they are real people with seriuos issues and dehumanizing them and lcoking them up hasn't worked yet and it I wouldn't expect better results in the future.
