You can look at where an athlete comes from to determine how to apportion Poland. Most of Poland's athletes come from the Russian Empire portion of Poland, which forms the heart of modern Poland.

Kamil Stoch (2 Gold, ski jumping) - Russian Empire (from Zakopane)
Justyna Kowalczyk (Gold, cross country) - Russian Empire (from Limanowa)
Zbigniew Brodka (Gold, speed skating) - Russian Empire (from Glowno)

EDIT: Okay, despite being unable to find any Austrian names for Limanowa and Zakopane, they are in the Austrian Empire. However, Brodka's gold is solidly attributable to the Russian Empire since Glowno was in the middle of the Russian part of Poland.
