Most Americans are no concerned about Canadian tourist getting billed when they come here and need emergency care. It does look like the couple was given excellent care with extraordinary measures taken to help them. Unless they are rich they will never pay this bill and will suffer little more then damaged credit. Outside of Moonies ravings I don't see how this is relevant.

I only know Louisiana torts, but malpractice damages are capped at 500,000 in this state.
