That is the worst explanation I've seen in quite some time for taking or not taking a particular course of action. If riots break out, you arrest people, fire tear gas and restore order. Cameron should tell the SNP he's happy to talk to them about reasonable issues, but that "DevoMax" and another referendum are off the table for the next ten years, and if they don't like it and start destroying property they will be remanded to Her Majesty's care in a penitentiary. If riots get bad, you call out the troops. The US has had riots recently, and although we addressed the underlying issue in a reasonable manner, we had zero tolerance for those who broke the law. The UK should do the same.
