FDR was exactly the kind of arrogant jackass who would provoke a war despite being unready to fight. It's not a matter of opinion that he slashed military budgets to the bone, while at the same time making a series of hostile diplomatic actions that were toothless without armed force backing them up.

I've never understood people attempting to defend him (or anyone, for that matter) on the basis that the actions of which they are accused would be stupid. Hitler was far more brilliant a strategist than FDR or Churchill, and yet went ahead and invaded Poland well before the Wehrmacht was ready for a stand-up fight. If he could make mistakes like that, there is no reason why a spoiled rich politician whose only military experience was undermining his boss during WW1, and driving around battlefields as a tourist during the armistice, and being indulged by soldiers who let him fire the occasional artillery piece for kicks.

The fact that FDR was bound and determined to provoke a war and embrace it with only half-assed measures only makes him that much more reprehensible.
