Actually you don't. generally when you change your registered residence or precinct proof is required, but generally no proof is required to register.

Considering all the barriers to detecting ANY in-person (let alone absentee balloting)fraud, I'd say that finding even one is damn near proof of God, or proof that Democrat voters (who are the ones that keep getting caught) are complete morons. Except all of them are so solidly Red that any sort of "suppression" (assuming you were correct) would be pointless. The only thing that is being attempted to be suppressed is fraud and illegal voting by non-citizens.
