It does seem very geographically concentrated - all of those cases mentioned are in the Crimea or in Odessa, oddly enough - and on a small scale, so not that strange it's not widely talked about. Though if you read the rest of the article, both the Nazis and the Allies had good amounts of the stuff ready to use in case the other side began doing it first.
