as far as I know in the US it's just defined along the lines of "open range" (like for chickens), where in it has to be a certain size and it has to be open.

But both are better than "Cageless". Cageless just means a larger cage. The "not cage" can be as little as 1 inch larger than a certain size cage and be sold as cageless.
