what if each of your siblings and parents pick one ornament each from your mothers collection of ornaments...? Something from when you where young, something silly yet meaningful? Maybe one old-fashioned ornament from "Great-grandma's" tree...?
Make a construction-paper chain.
Pop-corn and/or cranberry chains.
Get silly with it but make it meaningful.

If you send me your address I might send you a Vermont maple leaf.

We're going to do several different silly crafts.:) We already have a couple ornaments from Mom, but his tree would be pretty sad if we just went with that. I also have several family members I can ask, but some of them don't know about his particular problems, so I have to be careful how I ask for donations.;)
