Obama shows Akihito respect in the manner of Akihito's culture, and Akihito shows Obama respect in the manner of Obama's culture. That's diplomacy. What's the big deal? Would you rather he incurred the wrath of the Japanese people and press by failing to bow?
The Japanese people do not expect foreigners to bow to the Emperor.
