His whole focus in 2 and 3 is towards keeping order. Even saving his wife's life can be seen in that light I think. He hates the war and all the killing, he wants to end it.
Vader, I think, desires order more than power throughout.
Death to the Regressives of the GOP and the TeaParty. No mercy for Conservatives. Burn them all at the stake for the hateful satanists they are.
