your friend deserves your honesty. But you totally don't have to phrase it like "it sucks". Constructive criticism, pointing out exactly how he could improve the writing, is the best plan.
If he has a good story and it's worth telling, then there's no reason why he shouldn't be able to work on it to make it worth telling
