I do think you are right that there is a difference in culture. America is a much more independent pull yourself up by your boot straps sort of place. I do think there is some truth to the idea that our ability to simply move plays a big role in that. I live north of Dallas and we have a pretty strong economy here with a lot of good paying tech jobs and low cost of living. What we don't have is a lot of native Texans. My department has 8 people in it and two are from Texas and two from England the rest from all over the country. On the street where I live the only adult natives are me, my wife and the guy across the street.
Yeah. Of course, Germany for instance is a large enough country that you have the whole moving thing too, and I understand it's even relatively frequently done. But moving to another country within the EU... that's mostly limited to people who do high-level jobs, obviously, since those are also most likely to have the language skills and all.
Of course, in a country like Belgium, while a suggestion to move for your job would in most cases not be taken well, the country is small enough that unless your new job is really in the far corner of the country, you don't need to move.
