Seems like "hurt[ing] the feelings of Muslims" is the primary consideration here. Of course, remember why Pakistan even exists; the Hindu majority in India hurt Muslim feelings, too, to the point they were inciting a civil war in the midst of finally gaining independence, so instead of liberating India, it was split between them. That Pakistan then passed laws like this argues maybe that wasn't the wisest decision.
