That the mistaken identity wasn't that the wrong guy was arrested but they'd been after the wrong person all along?

They thought they wanted Bloke A and thought they had arrested him but then realised it was Bloke B they'd arrested and in fact Bloke B was the person who had actually been doing what bloke A was incorrectly accused of?
That might not be it at all but it is the only way I can see it as being good and involves misreading the situation, I think
