The only computer I've ever had that problem with was a Dell laptop. When it would try to shut down it would do the exact same thing you just described. I never found a fix for it...just had to pull the battery and unplug it to restart.
I tried many different things to fix it, and nothing, including a completely clean install of windows, fixed it. Good luck though, perhaps you'll have better luck than I did fixing the problem!
