You would certainly never refer to a Priest (Catholic) as a Minister generally. In the main they are only referred to as a minister in relation to giving sacraments.
Sure you could. It's merely a question of semantics. Priest is a job title that is more specific to the Catholic church, but Minister is still an appropriate job description. Priests serve in ministry, ergo they are Ministers.


At least not in the Catholic church, the roles for which one is referred to as a minister is very carefully defined in Cannon Law and is separate from being a priest and has to do with specific activities. You would never generally refer to a priest as a minister, a minister is seen as protestant.
