I don't think he was actually pretending to be a pirate... but if I was going to a pirate themed fancy dress party, that is pretty much how I'd dress. Then Tony Blair was stood next to him dressed very formally in a suit.
I don't know that it is unprofessional, just struggling to define a new movement in a traditional context.
