To get the recommended video card you can get a 9800gt on sale from somewhere between 50 (After Rebates) to 75 bucks (no rebates). Not getting it on sale and you can get it for about 85 bucks.
To get the minimum requirements a 20 buck card on sale (after rebates), or a 50 buck card not on sale, no rebates would make the minimum requirements.
Mass Effect 2 for PC is currently going for 30 bucks online, and retailed for 50 new. Please don't tell me you can't afford a 85 dollar video card (which would make all your games look better even WoW).
