There's a few like that which maybe don't fall under a literal definition of Real Time Strategy that I lump in there anyway because their gameplay and presentation are so similar to an RTS.

Quite a few of the games I own/have played/have played demos of are TBS, actually - Age of Wonders and sequel, the various Disciples, the various Heroes of Might and Magic, and indeed most of the Civs (or all of them, not sure as there are so many). Just because TBS games aren't really the big fashion right now, doesn't mean the term isn't used anymore for those games that ARE turn-based.
