There is at least an attempt in New Vegas to structure a player's possibilities at least a little bit around their reputation and actions in the game. This will probably mostly be around what the different factions think of you... or even what you're wearing when you encounter different factions. Still, I like the idea that Reputation should make a difference this time around.
But with my initial question I mostly meant how it works to get the quests when your character picks only the most bratty, evil and mean conversation options. I could understands strangers in the wasteland coming at him and asking for help, despite of what evil he has done prior to that meeting, just because they are so desperate. But it would be weird if he acted like an ass in all replies and they'd still ask for his help. Maybe someone who played F3 as an evil person can answer this?
