I was going to mention that this game was available on GoG.com (until I saw you'd already done so), but I didn't realize it was the same people. I was wondering why a site focusing on old games was offering the Witcher 2. It didn't seem like they were trying to branch out into new stuff, since they were only offering ONE game. I was pretty surprised that the Witcher 2 devs let GoG offer it DRM free, too. Now I know why.

You've been able to download all the extras for months without having to pay anything.
They're offering the difference between the US preorder cost and the overseas preorder cost for the UK/EU/AU (which is fixed due to legal reasons) as store credit - everyone, no matter where they are in the world, is getting the US price, effectively.
"Due to licensing and legal reasons the price of The Witcher 2 Digital Premium Edition in the European Union was set at 49.99 euros. The preorder price, being 10% less than that, is 44.99. Due to the favorable euro exchange, that means that EU customers are paying roughly $16 USD more than customers in the rest of the world, which just didn't seem fair to us. We're always trying to get the best value for money to our users, so to compensate our EU customers for the price difference between European Union and the rest of the world, we'll be giving all EU customers a $16 USD credit to spend on anything at GOG.com."
And if you already own the free game you get for prepurchasing, they'll give you another free game just for kicks.
