I do not want to "cheat" and just give myself unlimited perks and skills bumps, but does anyone know any retraining mods so I can rearrange my stat bumps and where I have my perks in?
I'm so sad that spell damage doesn't scale in Skyrim

Fireball splash damage doesn't hurt you. Walk up to a wall and blast it; no damage.
