You can scale the damage of Flame higher than just 8 per second. You can't make them anything more than low level spells, but you can make them more effective.
If you're playing a mage, then you'll want to adjust and start using those higher level spells. If you're playing a spell sword, then you'll probably want to specialize in a type of spell to make it cost effective. Mine is fire. I tend to set a fire rune, then either shoot a fire enchanted arrow at an enemy or hit them with flame, to get them on fire, thus magnifying their fire damage, then getting them to hit the fire rune, then rush in with a fire enchanted war axe. I have to switch tactics with those who have fire immunity, but that is what ICE FORM was made for... and summoning spells.

Fireball splash damage doesn't hurt you. Walk up to a wall and blast it; no damage.
