There's no denying that 4e had a different philosophy than previous editions.
I think what will happen is that they'll try to keep some of the "streamlined and balanced" philosophy, while attempting to create something a bit... looser in actual play.
It sounds like the major complaint about 4e is not exactly that it's "video gamey," but that it often constricts what you can do (which is something video games do as well).
That is, if you want to disarm someone, you can't just try and disarm them- you have to have a power that disarms them, and so on.
I'm not sure HOW they'll do it, but I think that's going to be what their design goals will be.
