Based on what I know of networking, the numbers DO work when all factors line up properly. Latency would be somewhat noticeable, but not bothersome for a lot of games, such as most RPGs. The real question is how many gamers they can serve with close to ideal conditions, and how many will be allowed to participate in the service despite lacking some qualifications.
