Its hard to say without any link to where you are getting this 15% decline number or any statistical regression analysis of the data inputs for your stated statistic. But then again, internet statistics are internet statistics.

I'm not sure market economics have much to do with it other than shifting the pollution to China where they have picked up the bulk of our pollution creating heavy industries.
