Until you're looking at countries flirting with anarchy, or countries which never really developed a functioning government at all (like, say, the Democratic Republic of Congo). Government - in its broadest sense, encompassing not a single administration but all levels of government, courts, other parts of the establishment - is the kind of thing that you don't know you have until it's gone.
