Key was celebrating the death of slaves who had escaped to the British during the war of 1812. Those black men were promised freedom by the British and were put into the Colonial Marines. Key had fought the Colonial Marines and lost.

It's very much a "ha ha, you got what was coming" line to black men who were seeking their freedom by fighting America.
