They're colonies in all but name, but if they want to become states they can petition Congress for recognition. That's a very different situation than the one with the British colonies, which were not allowed to petition Parliament for recognition (I mean, I suppose they could, but Parliament had no mechanism for recognizing them or any desire to).
Political correctness is the pettiest form of casuistry.
