I'm a bit sceptical how seriously Schwarzenegger can claim to have personally witnessed communism in action, since the Russian occupation of parts of Austria ended, as I just looked up, a few days before his eighth birthday... and even while they were there, it wasn't like they held such power over their occupied territories that they could turn them communist. Not like the DDR. Initially I was going to answer he hadn't seen any Soviet occupation at all, we don't generally think of Austria as having seen any Soviet occupation after the war, but once I looked it up it did ring a bell.

Yes, Arnie's claim (no good reason to doubt it) is that his uncle lived in the Soviet-occupied portion of the country and he visited it as a boy.
Does the question of whether one can claim to have 'seen communism' hinge on whether the government is run by communists, as opposed to being in territory controlled by communists?
