Tropical cyclones affect more humans than blizzards, in terms of inhabitable areas on the planet. Quite likely by an order of magnitude. Moving away from hurricane vulnerable areas would displace millions.

The point is that natural disasters happen everywhere, and that while there's a discussion to be had about the wisdom of New Orleans continuing to exist, nobody runs out screaming "I told you so" when a building collapses in San Diego due to an earthquake. The complaint is focused only on the Southeastern United States.
