It goes by trilogy age.
The best three are the original trilogy, and the worst three are the Disney trilogy. So:
9. Rise of Skywalker
10. Force Awakens
11. Last Jedi
Rogue One I'd put at 8, and Solo at 6.
By all accounts 'The Mandalorian' is great stuff; 'The Clone Wars' is considered a really fun, decent animated series too. Best forget about the 3 'bottom of the barrel' movies.
The Clone Wars movie was okay, but very forgettable. I remember nothing except that someone had the horrible idea of give Anakin a pupil(horrible in the Doylist sense, because she was a shrill little nuisance, and Watsonian, because Anakin), to whom he gave a stupid nickname. And there was a baby Jabba & a gay Jabba.
Mandalorian is okay, though I'm a few episodes behind.
