It wasn't clear you were speaking of people coming in for the first time.
But the situation holds, for the same reasons, for people coming in. It would be one thing if the administration had said they would do this a few months ago. Dropping this now makes it a mad scramble.
ICE has declared that foreign students must leave the country if they take courses online...
