There are LOTS of other places that offer charging, many free of (pardon the pun) charge. So, don't think you'd be trapped without the ability to recharge. It isn't much different than going to a gas station. In some instances, for home use, you can even have a charger installed in your garage/parking spot. In my building, several of the owners have had chargers installed by their parking spots in our garage. In Massachusetts, there are plenty of government incentives* to do so. I imagine California has at least as many.
*I acknowledge that such subsidies are against my beliefs. But, much like Ayn Rand said about Social Security, paraphrasing: if they're going to take my money against my will to pay for such things, then by all gods everywhere, I'm getting as much back as I can within the enforced system they've created.
