They were still resettling abandoned stedding, no? And at the very least, they were coordinated on a continental level far better than humanity was. They would have fallen to the Shadow undoubtedly, but sans the DO they probably would have overtaken humanity as the dominant species given enough time... though then humanity wouldn't have been decaying, would it. Hm...
Were there Darkfriend Ogier? Probably. But we never hear of any, do we?
