This one I think was probably inevitable - no adaptation was ever going to keep the Whitecloaks in the same position they had in the books, getting so much attention while almost never being a real threat or even really relevant to the greater scheme of things, only at the margins. It was either cut them completely, or turn them into a bigger threat. I don't like it, but I can accept the logic of it.
