It ain't gonna happen so it's a moot point.

Eliminating the Electoral College would require a Constitutional Amendment. There's no way 75% of the states will ratify that.

As to the NPVIC, there are so many legal challenges that will definitely arise if the number of states that sign on comes close to the 270 magic number that this attempt to bypass the need for an Amendment will not work.
