If I allowed people to create new ciphers to reinterpret noteboards, then the possibilities become truly ridiculous.

For example, take the last noteboard you sent me. I could openly transmit a message by using numbers to be replaced by letters from that noteboard, in the order they appear there (discounting blank space and punctuation).

You can see how that could easily become broken.
