Off the top of my head, this may have more to do with the studios' greed than with Netflix. The demand from people who want to buy instead of rent is probably highest the first month after release, so the studios limit the number of DVDs they sell to rental outfits.
I would have paid extra too, if I was running Netflix, to stay on equal footing with Blockbuster and Cable/Sattelite on demand.
